In order to strengthen the supervision of the old man, children and other vulnerable groups, a kind of safety monitoring system is proposed. This paper expounds the overall design of the system and introduces structure and program flow chart of the mobile client programs and the server program. OPTICS clustering algorithm is applied to trajectory coordinates to find the stay points which are associated with the semantic information in our database. A method of layered clustering is introduced to make the stay points more reasonable. In experiment, the slave phone sends its GPS position every 10 seconds. The GPS data is organized as and stored in the server. The experiment results show that algorithms can find the stay points efficiently. By the actual deployment and verification, this system proves to be stable and reliable. Algorithm is reasonable and effective. Phones send and receive data accurately. It improves the efficiency of social care management of vulnerable groups.
